On behalf of our client, Helvetas, an organization specialized in development cooperation and humanitarian response, anchored in Switzerland, Manpower BiH is looking for a motivated candidate to fill the regional position of:  Project Coordinator
RECONOMY is an inclusive and green economic development program of the Swedish International Development Cooperation Agency (Sida), implemented by HELVETAS Swiss Intercooperation in the Eastern Partnership and the Western Balkan countries. 

Within the frame of the RECONOMY Program a new Program Facilitation Unit (PFU) led regional project “Navigating the Road Ahead: Creating Shared Values through Heavy-Duty Industrial Equipment and Commercial Vehicles in the Western Balkans” will be implemented in Serbia, Bosnia and Herzegovina, and North Macedonia in collaboration with Volvo Group. The Project focuses on the trucking industry in the Western Balkan region and uses skills development, with a focus on the technical vocational education and training (TVET) schools, as an entry for stimulating shared values. Specifically, the Project supports developing skilled mechatronics covering the three countries of the Western Balkans, namely Serbia, North Macedonia, and Bosnia and Herzegovina. The Project aims to facilitate the establishment of a well-performing skills development system in the trucking industry, expected to promote professionals in truck mechatronics as well as private sector development.

Job duties
  • Lead the overall planning, implementation, and monitoring of project activities in line with the project's objectives.
  • Develop and monitor detailed project plans, timelines, and budgets, taking into account the unique regional/country contexts of Serbia, North Macedonia, and Bosnia and Herzegovina.
  • Coordinate project activities across multiple locations ensuring alignment with regional priorities and needs and compliance with deadlines.
  • Monitor project progress and identify potential risks or issues.
  • Guide Project Officers related to project implementation, reporting, and monitoring of the activities.
  • Provide support in the design and implementation of agreed objectives alongside a detailed sustainability plan for the equipment and on-the-job training with respective private sector companies related to Heavy-Duty Industrial Equipment and Commercial Vehicles.
  • Provide backstopping support to the Project Officers and engaged system actors in the application of an MSD approach and related tools and coordinate additional technical inputs by internal and external resource persons.
  • Support project partners during the Market Systems Analysis implementation aiming to validate constraints, identify bottlenecks, and strategize interventions related to capital supply, finance access, and ecosystem development.
  • Develop and coordinate necessary monitoring activities (research, capacity building, backstopping, data collection, etc.) with the program’s WB hub Monitoring Results Measurement (MRM) Officer in line with RECONOMY’s MRM manual and requirements, providing evidence for steering, reporting, and learning purposes.
  • Develop reports, evaluating project progress, impact, and areas for improvement, ensuring alignment with the project’s objectives and targets.
  • Support project partners on advocacy efforts to ensure verification of the proposed curricula according to the respective national regulations.
  • Coordinate the program’s activities in Serbia, North Macedonia, and Bosnia and Herzegovina with the Swedish Embassies, Sida and Volvo representatives, government, and other critical stakeholders, ensuring transparency and an overall collaborative environment in collaboration with the Regional Manager for Western Balkans.
  • Collaborate closely with local stakeholders in Serbia, North Macedonia, and Bosnia and Herzegovina, including government agencies, educational institutions, the private sector, industry associations, and community organizations for seamless implementation.
  • Ensure coordination with other donor-funded development projects and with Sida initiatives in WB countries for potential synergies. 
  • Ensure effective communication of the Project implementation and results.
  • Coordinate, contribute, and co-lead on the generation of knowledge and communication products with the program’s Knowledge Management and Communication Manager and in line with RECONOMY’s communication strategy, providing the basis for facilitating an active discourse amongst partners and stakeholders on relevant subjects as well as the program’s positioning in WB countries.   
  • Identify potential new partnerships or opportunities that complement the project's objectives and contribute to its success.
Job requirements
  • At least 5 to 7 years of experience working on project implementation and in similar areas.
  • Degree in education, economics, business management, administration, or a related field.
  • Excellent understanding of economic principles, business strategies, and financial concepts, essential for guiding and implementing development projects.
  • Experience in project implementation, preferably in the field of economic development, skills development, or similar sectors.
  • Knowledge of the Market Systems Development (MSD) approach in the skills development, private sector, and advocacy streams and demonstrated experience in implementing projects using this approach.
  • Understanding and experience in Monitoring and Results Measurement (MRM).
  • Demonstrated experience capturing learning, monitoring, and reporting.
  • Demonstrated experience in qualitative and quantitative data collection and analysis.
  • Ability to analyze qualitative and quantitative data/assessments and synthesize learnings.
  • Understanding of the essence of the “Business Model”.
  • Strong stakeholder engagement skills, with the ability to build and maintain relationships with diverse stakeholders including government agencies, NGOs, financial institutions, and international partners.
  • Effective interpersonal and communication skills.
  • Effective leadership skills.
  • Understanding and experience in Gender Equity and Social Inclusion (GESI), would be considered an advantage.
  • Understanding and experience in Environment & Climate Change (ECC), would be considered an advantage.
  • Ability to travel frequently within the Western Balkans and Eastern Partnership regions.
  • Residency in Serbia.
