On behalf of our client, Helvetas, an organization specialized in development cooperation and humanitarian response, anchored in Switzerland, Manpower BiH is looking for a motivated candidate to fill the regional position of:  MEL Expert 

RECONOMY is an inclusive and green economic development program of the Swedish International Development Cooperation Agency (Sida), implemented by HELVETAS Swiss Intercooperation in the Eastern Partnership and the Western Balkan countries.

Location: Albania, North Macedonia, Serbia, Bosnia and Herzegovina, Kosovo 

Job duties
  • Lead program impact assessment activities, generating in-depth understanding of the program impact and translating the learnings into credible and attributable results.
  • Define appropriate data collection methods to measure attributable program impact.  
  • Co-Manage an efficient MRM system and processes which fulfils the abovementioned needs. Utilising modern IT solutions that allow data/information collection and monitoring at different programme levels, allowing particularly progress assessment of system change objectives.
  • Commission or delegate, coordinate and supervise necessary baseline research, to allow benchmarking of progress made against key performance indicators (including also Helvetas Performance Indicators).
  • In coordination with MRM manager  backstop the Implementing Partners and other PFU members, including outsourcing capacity building, to ensure proper implementation of the MRM system and processes at different levels, (core and extended PFU) and/or collection and reporting of high-quality data/information as per Partner Agreements.
  • Lead (to internal/external resources persons) necessary research and analysis tasks,  and make this available for steering, reporting and learning purpose in a comprehensive and visually well-presented format.
  • Contribute to programme reporting through compilation and presentation of the key program learnings  as well as writing of sections. 
  • In close coordination with MRM manager co-manage the external expertise to enhance the quality and application of the programme’s MRM system and processes in accordance with the DCED Standard for Results Measurement.
  • Contribute to the programme’s overall work through coordination with the other PFU members and its management.
  • Actively contribute or lead on a critical discourse about effective programme interventions for system change, challenging other PFU members and Implementing Partners, intervention strategies and underlying assumptions, by using collected information/data as evidence for/against progress made.
  • Conduct joint monitoring visits to regions/countries and respective partners with the Finance managers, to assess progress against targets and agreements, quality of monitoring and reporting systems and adherence to required rules and processes.
  • Provide the PFU management with information on the progress monitoring of partner organisations for effective contract management and timely adaptation, based on the inputs and field reports provided by Program Officers responsible for MRM.

Job requirements 
  • Experience in MEL activities preferably in the international development field 
  • Understanding of the use of technology in MRM, data collection, beneficiary feedback or other program functions (e.g., Mobile devices and platforms, mapping)
  • Understanding key trends in the Western Balkan region, and understanding the Eastern Partnership region would be an asset 
  • Project management practical experience (practical experience/knowledge of MSD approach would be a big plus)
  • Understanding and experience in Gender Equity and Social Inclusion (GESI)
  • Understanding and experience in Environment & Climate Change (ECC)
  • Experience in designing and implementing practical monitoring and results measurement, learning and data management
  • Demonstrated experience capturing learning and evidence, reporting, experience in using technologies for data collection
  • Demonstrated experience in qualitative and quantitative data collection and analysis
  • Analytical skills – ability to explore assessments/analyses necessary to the project
  • Writing skills – to develop ToRs for assessment/analyses, develop monthly updates and reports
  • Understanding of the essence of the “Business Model”
  • Effective interpersonal and communication skills 
  • Good knowledge of techniques for planning, monitoring and controlling
  • Effective leadership skills 
  • Ability to travel frequently
